From the 2007 NPC Resolutions:
"Resolved, That any chapter may prepare a separate Snap Bid List that can be used at the proper time for determining Snap Bids and that the only qualification for a potential new member's name to be eligible to appear on that list is that she has participated in the recruitment process by attending at least one round of recruitment."
I'm going to interpret this as follows: A PNM does can be cut by a chapter and then offered a Snap Bid at the end of recruitment if said chapter has not made quota. There is no requirement that the PNMs on that list have to had cut the chapter, not vice versa.
