This has to do with the possibility that HQ was wrongfully influenced for personal reasons into making an uninformed, bad decision on recolonization, that may have delayed recolonization for 4-5 years.
THAT IS WHAT THIS IS ABOUT. It is about that possibility, the PROCESS that decisions are made.
