Well if your heart is set on starting a new org then i guess go for it. but there are some things to consider before you do so, most importantle, what are you going to do that makes your org a different/better/etc alternative to what is already there?
I know at USF you better a have a darn good answer to that question (among others) to even be considered for membership on any of the expanding councils. Just some food for thought. good luck with whatever you choose to do
