I'm guessing that they are providing the amount of beds based on the average number of members the chapters retain consistently. For example, NPHC groups on predominitely White campuses are usually small so I'm sure they'll get the smaller houses. I'm also assuming that not all members will be able to live in the house; it will probably be first come, first serve or maybe upper classmen will get first dibs or maybe they will have rotations each year so that different members get to experience living in the house. The good thing is that no matter who actually lives in the house, the chapters will have a place to consistently meet and socialize.
