There are no national Panhellenic rules prohibiting joining another group after disaffiliating from a local. However, your college's Panhellenic may have such rules, especially if the local is a member or associate member of Panhellenic.
And even if there are no rules whatsoever, another group might not want to offer you a bid. And that's their prerogative.
