Well, when a sorority colonizes, they take women from all classes, so instead of a pool of just freshmen and sophomores, they would also be considering juniors and seniors. Plus, I do think that there is something to the organization becoming national. At campuses with NPCs and locals, I would think the locals are at a huge disadvantage (except maybe Dartmouth) because PNMs go in thinking "I want a national group." So merely becoming national with all else constant might make more PNMs look at the chapter with new eyes. But yeah, 40 is still a stretch at a school like CMU.
