The NPHC has a unique and illustrious history so you will have to do some research on that council in particular to find out why that council was created and the advantage the members have in being a part of that family. In general, councils (greek and non-greek) are an umbrella for organizations with similar things in common: such as organizational structure, processes and procedures, goals, membership, history, etc. The biggest advantage is probably to support one another and collaborate on best practices.
