I think regifting in the sense of giving something to someone else you are not going to use is cool . . . up to a point.
But you wouldn't wrap it or anything and you would make it clear it wasn't some special thought.
Regifting in the sense that you wrap the gift given you by someone else and represent it to someone as if you made some special effort to acquire it, well it seems uhm . . questionable.
If its the thought that counts . . there isn't a lot of thought there.
