If she owes the chapter money she should not be in good standing. She shouldn't even be allowed to go alum. (Although I don't know the circumstances of the money - are we talking dues or what?)
Unfortuntunately, there is not much one can do about alums. Once you've graduated, you can pretty much do whatever you like. There are no standards boards or new financial obligations or anything.
However, the money is probably the hook. I presume the chapter has tried to collect on it. At this point, the FVP/prez should call FHQ and explain that she owes money. Her behavior doesn't even have to be brought up - yet. At best she pays up and spends the rest of her life being bitter - but hopefully eventually she'll find other people to annoy. At worst it goes to court. Luckily, members sign a contract to pay their financial obligations, so you and Nationals have a legal leg to stand on.
Of course, none of this will make her any happier, and if she's decided to be a b**** she's not likely to change her mind and start being sweet again. Perhaps the threat of having her Quill yanked by Nationals would be enough to get her to shape up. Perhaps not. But I think it's definitely time that FHQ, the local alum group (if she's active in it) and your advisors know about it.
