It is because New York was always a "liberal" state. And back then, they felt that the GLOs was an elite institution. Being a liberal minded, they cut all the national organizations but let locals stay. Even regionals was forced to disassociated officially with each other. The ban was lifted in the late 70s. And its because the Supreme Court ruled that State institution can not restrict anybody's right to freely associate. Hope that help.
