No, they never had enough chapters, and when they did get close, the required # jumped up. I think I read somewhere that NPC was going to make a grandfather-type exception and let them in anyway, but they decided that's not what they wanted to do.
It would be very disadvantageous to enter the NPC with less than (or even equal to) the min. amount of chapters. It's hard enough now for the bottom few groups to be competitve.
