I think that all depends on the conditions of your lease. Get it out and look it over carefully. If you still have questions, find a lawyer.

It may be too late for this advice to help you in your current situation, but in the future, be diligent in documenting complaints regarding poor property management. I had a crappy landlord in grad school and discovered that even copious note-taking wasn't good enough documentation: look into certified mail if necessary.
