I don't remember, have you read the comics? There's a series where Petrelli and Linderman are in Vietnam, and Petrelli reacts with disgust to Linderman's powers even using them to help him torture soldiers. It implies a lack of powers by Petrelli, but it's not impossible, particularly if it was a really passive power.
