I can't say what the current M&E Director would do, but I know in the past that there was at least one group that applied to charter, and was told that unless they had representation from the other gender, the application would be put on hold. Now, this group had the opposite problem - they were predominantly female, and hustled to recruit at least 3 guys to charter.
