I have heard of "social affiliation" and I think it is allowed. It just means that the person attends social events (and pays fees to attend) with one Org even though they are initiated in another (which is not on the campus). The person DOES NOT attend ritual, new member selection, rush, etc. for the affilated org.
As for locals, NPC does allow a member of a local to join an NPC org. However, the local may have rules against it.
