Perhaps they named them "Samoas" because they have coconut in them, and the nation of Samoa is known for coconuts and coconut oil? Just a guess.
In trying to find the answer to this question, I found some interesting figures on which cookies are most popular. This is from the Girl Scout website:
What are the best-selling Girl Scout cookies?
A: Our biggest sellers are:
* Thin Mints -- 26 %
* Samoas®/Caramel deLites™-- 19%
* Peanut Butter Patties®/Tagalongs® -- 13%
* Peanut Butter Sandwich/Do-si-dos™ -- 12%
* Shortbread/Trefoils -- 11%
* The other varieties combined account for the remaining 19%.
Trefoils are the oldest Girl Scout cookie.
