No. Do not boost morale. Clean house. Have your officers come together, gain the cooperation of your national/alums, get rid of everyone who is holding you back. Start from scratch. You'll probably need your alums' financial support to do this, but if they're worth a crap, they'll back you every step of the way.

In my opinion, there is no easy road back. Most chapters in your chapter's situation are going to fail without strong corrective action.

All of this "cleaning up," "becoming more active on campus" stuff will not help when many of your members don't care. Drop the dead weight, THEN pursue those other things.
