That's what confused me too.
Based on what I've read here, a "line" refers to the group of people vying for membership at the same time or in the same "wave" (for lack of better term). I equate that to the NPC new member classes.
I couldn't imagine having one "line" lasting 2+ years? But maybe that is what varies?
