Most colonies that are organized from scratch (so to speak) want to have a variety of women from different classes to round out the colony. Look at it this way... if you take a whole colony of freshmen than in 4 years (or so) you'll lose a very large piece of the chapter. If you have spread of classes than you lose the colony members a little at a time. So, yes, I would think that a new colony would certainly be looking for upperclassmen. In fact, I would think that these would be the colony members first looked at for leadership positions.
As for rushing the colony. I would suggest that you contact the greek life office at the university. They should be able to give you information about when and where. If nothing else, they'll take your name and contact information.
Good luck ... being part of a colony may be hard work but the sisterhood is certainly worth it.
