Usually, potential new members are told up front of all fees. This includes: dues per semester (or month or year), initiation fees, cost of badges. This is even printed in a potential new member info booklet. Then as you go to each house sometimes this information is posted and you can speak with a treasurer. This is how I remember it from at least 100 years ago!!!
