^Wow, I have never heard of that before! That's actually pretty nice. Up until now, I have only heard of the following at various universities: When a freshman drops out, but then later wants to attend a different university, he/she cannot disregard the previous record, and must re-apply as a transfer. However, since most people who drop out freshman year don't have enough credits to apply as a junior transfer, they usually have to go to another school until they earn the minimum credits to re-apply at that level.
