According a page at the United States Senate website, between January 4 and July 27, Congress passed 1,010 measures (bills or resolutions of one kind or another). This appears to include 48 public bills enacted into law. This does not include 14,628 presidential nominations acted upon by the Senate.

And, of course, comparing our Congress to the Iraqi Parliament is sort of like comparing apples and oranges. We already have a Constitution and a body of law; we're not starting from scratch, we're just amending, adding to and taking away.

They, on the other hand, are starting from scratch, and they are indeed being incredibly slow about it.

Of course, the Iraqi Parliament is not considering a federal tobacco tax.
