Yeah, it's different from state to state of course. In Oklahoma, my younger brother has had a couple of DUIs... bad luck both times. At any rate, he just got over a 1-year suspended license. I'm not sure it made a difference as to whether he refused or not.. and I wouldn't hazard a guess either way.

All I'm saying (and I'm sure you'd agree) that the answer to this question is going to involve a cost-benefit analysis which will weigh heavily on the individual facts of the case (e.g., Can the person pass a field sobriety test? What's the person's BAC?) and the law of the land.

Laws vary significantly from state to state.

I know you know all of this. I'm just saying it for the benefit of anyone who might read this.
