(Maybe give him a drink, to help loosen him up??)   
It kind of bothers me because this is the longest i have ever been with someone and have yet to be kissed by him.   I feel like, "he like me other wise he wouldnt spend time with me." But, "what is he waiting for, how can i show him that its okay for him to kiss me??"

 This may be "old fashioned" but, maybe he's being respectful.
In the time you've known him, has he been one to be physically agressive? Or has he expressed a set of values that would imply that he wants to develop a solid relationship with you?
 
What do you want from him? Just something sexual...then go ahead and kiss him.
If you want something long term, then let the man take his time and enjoy what you have (patience grasshopper 

 ).
