C) plenty of partying. I guess it depends on the house. Old Row vs. New? Sign with the house that you feel comfortable at.

Excellent banditone!
First off, buying friends to be a member of a Fraternity is a HOT button to me.
"IF" I paid for my friendship of my Brothers, it must have been well worth it as I still have life long friends and have been doing this for 42 years.
Getting more girls, that is actually to, to funny, but sad at the same time. There is a lot more going on in a Fraternity than just partying, like doing charity events, being memebers involved in the campus or being sports.
Old Row or New Row? It is not the building or location that makes a Reaternal Brother hood, but the members. That is the key, the Brothers.
As banditone said, find the best place that you feel comfortable with. That is where the life long friendships come from.
Good luck no matter which you choose or they choose you.
