A rec that is info-only will not hurt you in a West Coast recruitment situation. The rec itself is an informational form with details about your HS GPA/SAT scores and community/school activities. Sorority women, especially on the West Coast, understand that not everyone has personal access to members from all 26 NPC's!

Unless you are going to USC in Los Angeles, recs are going to be a rarity at best.

ETA: With my experience at UCLA, we never got many recs. It's surprising, given UCLA's national reputation for academics, but most of the students are Californians and first generation Americans. Recruitment is competitive, but the members tend to be more competitive within their academics than in focusing on recs or legacy pedigrees.
