SoCalGirl , TriSigma does not (yet) have a chapter in Canada.
TriSigma is the first NPC to have a chapter outside of North America; they have a chapter at the University of Maryland-Mannheim, Germany campus. I should also point out that TriSigma is the first NPC to set up not 1, but 2 chapters in Alaska. (I believe that some NPHC's have a presence in Alaska too.)

You're right, Canada is a "foreign" country, although I have to say, Canada is maybe not considered to be quite as "sexy" as a European country. The first NPC to set up "shop" in Canada was Kappa Alpha Theta - Sigma chapter (1887-1941) at the University of Toronto.

As that chapter is now closed, the oldest chapter in Canada is now Alpha Phi - Xi chapter, 1906 at the University of Toronto.
