You had not specified new BGLO in your original question. Still though I think the same thought applies. Now if the NPHC decided to restrict membership into their council by requiring a purpose unique from their existing members, that could be feasable. I'm not sure of NPHC requirements for a new GLO to be recognized. You could contact NPHC to inquire about the qualifications.
