I put this in the other thread, but I'll put it here, too. The quote was:
In my books, magic almost always shows itself in a person before age 11; however, there is a character who does manage in desperate circumstances to do magic quite late in life, but that is very rare in the world I am writing about.

But she also managed to do magic later than the normal age 11. When Harry saw her in the Pensieve, her father was calling her a squib, but when she was desperate to marry Tom Riddle and escape her family home, she pulled it off. Dying while living a Muggle life isn't inconsistent with what JKR said.
Merope is the best guess I have heard, but I still think it is quite possible that this is a plot element she dropped over time. She has mentioned a few specific plot elements and characters that she had planned initially to put in but realized as she wrote that they just didn't fit.
