PSU grad charged in Pa. Ecstasy ring

One Penn State graduate was charged and 11 warrants are outstanding for the arrest of others allegedly involved with trafficking an estimated $1.96 million of Ecstasy in State College and through the fraternity system, police said yesterday.
Jacob Rosen was charged Wednesday with one count of criminal
conspiracy and two counts of possession with intent to deliver a
controlled substance, stemming from his alleged involvement with
Ecstasy and cocaine from August 1998 to May 1999.
Of the remaining warrants, "many of the suspects were Penn State students," according to a Centre County Drug Task Force release.
"This group of at least 12 and some other associates operated in
central Pennsylvania in this time period," Sgt. Dana Leonard said.
Two other men, Oleg Logatchev and Jeremy Crouse, were cited in the police report for allegedly bringing a "conservatively estimated" 98,000 pills of Ecstasy and about 56 ounces of cocaine into the State College area during that time period.
Logatchev and Crouse were indicted in Pittsburgh with four other
individuals, all aged 21 to 25, on charges of violating federal drug
laws, according to a release from the U.S. district attorney in
Western Pa.
In the State College area, Logatchev and Crouse are accused of
supplying Ecstasy and cocaine to suspects in the Penn State
fraternity system and outside of the greek system. Warrants currently are out for the arrest of 11 individuals who were also allegedly involved with trafficking in the area, Leonard said.
"Only a couple of them are in the area," Leonard said. "The rest of them have left the area."
Rosen, a December 2000 graduate, was receiving about 400 pills of Ecstasy and about four to five ounces of cocaine per week in the Fall Semester of the August 1998 to May 1999 school year at Pi Lambda Phi, 321 Fraternity Row, police said. These figures were estimated to have doubled in the Spring Semester, according to a police report.
Six other suspects were named from the following fraternities: Phi Sigma Kappa, 501 S. Allen St.; Beta Sigma Beta, 255 E. Fairmount Ave.; Phi Kappa Psi, 403 Locust Lane; Acacia, 234 Locust Lane.; and Delta Chi, 424 E. Fairmount.
Interfraternity Council President Max Pipman said the IFC hasn't
received any information about this police investigation yet.
The six men in Pittsburgh were indicted on charges of conspiring to distribute Ecstasy in western Pennsylvania from June 1998 to December 2001, according to the U.S. district attorney in Western Pa.
In the Pittsburgh indictment it said "the conspiracy generated in
excess of $3,000,000 in forfeitable proceeds during its course."
As for Rosen, Leonard said, "His part in the investigation is one of
the smaller parts."
Ecstasy is a hybrid drug that is often referred to as a "club drug"
and sold at rave parties and within the college-aged market.
Last semester, a 23-year-old Penn State alumna died of an overdose of Ecstasy, which her friends said she ingested at a rave party at the Tall Shiva Hookah Lounge, 224 W. College Ave.
