How does this chapter quota work? If they took a lot of new members the previous semester, is it likely that they are not going through informal or COB? The school I am transferring to doesn't have many chapters and I am worried not many of them are doing informal. I feel like it'd hurt my chance of getting a bid if I wait til Spring because I am a junior.
Chapters who are not at total (ceiling) are those allowed to COB or do informal recruitment. It is possible for a chapter to make quota and still do COB and/or informal - if quota didn't bring them up to total.

It really just depends on a lot of factors -- how many people graduated, etc.
