1. The idea is to make the playing field more 'level' and fair and eliminate the possibility of recruitment abuses.
2. Because the houses themselves may feel that they cannot manage a larger chapter - could you imagine a chapter with 300 women in it? YOu'd never know anyone and chapter meetings would be a nightmare. I know that at LSU if a chapter did want to come on campus and alleviate this issue, the campus requires them to provide competitive housing. That would mean a multi-million dollar investment right off the bat - that's an awfully large chance to take with a new colony.
