For all our dance-y type competitions (Greek week, etc.) we just like bought matching tank tops and maybe like a headband or something. I think my chapter sisters would have revolted if they had been asked to spend more than about $15 on a costume.
It's possible a parent or alumna member donated them, knows how to sew or can get discounts on costumes. At Iowa State we had something called Varieties, which was a musical competition. Costumes were extremely important to the show, and many looked professionally done, but there was a budget for each group. Most of the time somebody's parents had done the work or donated supplies.

It's gonna be a hootenanny.
Or maybe a jamboree.
Or possibly even a shindig or lollapalooza.
Perhaps it'll be a hootshinpaloozaree. I don't know.
