One thing to remember in this particular situation is that this expansion schedule is what the college Panhellenic determined would be best for their system. Panhel was attempting to reduce overall chapter sizes to one that was more manageable for the realities of your University. I believe that the final goal was to achieve chapter sizes closer to 60-65 than 80-90+. That's why they expanded by two sororities and not just one. All sororities on campus agreed to the expansion plan, presentations were made, and Chi O and DG were chosen to colonize according to the University's schedule.

It might not work elsewhere, but in this particular situation I think it's a very good plan.
