The Phi Delta Theta house at WVU has been shut down for code violations, too, this report says:

may be that "the town" and the university are pushing strong enforcement to pressure Greeks into selling valuable property. Even I am not so naive as to believe that can't happen. At the same time, though, "the town" and the university both have an interest in making sure Greek housing meets applicable fire codes. A death in a fire in a Greek house, or even just a fire-related injury or fire damage to property, can set off an investigation. When something like that happens, "the town" and WVU would most likely want the record to show timely inspections and follow-up. Because They Care Deeply, sure, but also to avoid negative publicity or a lawsuit.
