So . . . you didn't answer the question. How would you change the system so you can determine 'black and white' without, y'know, a court of law and rights for the accused?

OH ALSO - since it's black and white, cut and dry and all . . . might as well hire a friend to get close to PrettyBoy, get involved in some freaky sex, record some key role playing, then show up to the police with bruises and DNA/hair evidence, right?

You'd probably want to be protected then, hmm? Or are you seriously that out of touch? Get out of Edina or wherever and think for a minute, guy - you can't really think it's possible to "know" whether someone committed the crime without any due process . . .

We're really not even close to the highest in the world.

Murder rate: #24

Robberies: #11, behind the UK and Spain

Rape: #8, behind Canada

Our system is actually one of the best in the world, at least in theory - once again, in case you missed it: protecting the rights of the accused protects the INNOCENT, not the guilty - I cannot state this any more clearly.

So in short: you make no sense, did not answer the question, absolutely ignore any semblance of reasonable thought, then make up statistics. Good job.
