Quota (new member class size) is not set based on Total Chapter size under the Quota/Total system. Quota is set based on the number of women still participating in rush divided by the number of chapters on campus after a certain round of rush.
Total is set by the college panhellenic based on average chapter size. It usually increases or decreases once in a while based on changes in average chapter size to allow chapters to stay competitive.
