The quota addition rules in the greenbook are not a unanimous agreement.
NPC actually recommends that bids be matched to Quota only and says that the procedures that they list SHOULD be followed in the event that a campus is doing quota additions.
I have been to several schools where the college panhellenic has gone as much as 12% over quota b/c of campus circumstances (makes the most houses match Q, places all of the women who signed preference, etc.)
