No, it's clearly in Scotland, and always has been.
There are a few ways to tell -- the mountains around the school more accurately describe the Scottish Highlands than anywhere in England. But there are other, more specific, clues. The Hogwarts Express travels north from London, and the trip is long enough to end up in Scotland. Also, in Book 2, Snape is showing Harry and Ron Evening Prophet reports of people who saw the flying Ford Anglia. One of the reports is from
Peebles, which is in Scotland.
