There's a girl who just initiated at my chapter who transferred to our university. She was in a local back at her old school, but in order for her to pledge and initiate with us, she had to de-affiliate from her local. It was really hard for her, but she's still really close to her old chapter and goes back and visits them all the time (as far as I can tell), and she's really happy in our chapter.
But, with different locals and nationals, the rules may vary. That's just the way it worked in this particular case.
