I agree. Presumably, as in other cases of organizational and familial dysfunction, the reason that troubling and (embarrassing) stories like these emerge is that perpetrators play on the culture of organizational loyalty to do their dirty deeds and brothers/sisters/family members/colleagues unwittingly (and sometimes wittingly!) enable this type of behaviour due to this misplaced sense of loyalty. And in extreme cases,as it appears this one is turning out to be, the situation becomes so dysfunctional that outside intervention and sanctions are the only things which will break up the "mess."
