I *think* most chapters take a vote on accepting transfers. I am not 100% sure. It also depends how close to ceiling/total they are if they can accept you (I think this is NPC policy to prevent girls from rushing and pledging at a "lesser" school - and going to transfer to the #1 rushing chapter somewhere and affiliating - read here big southern schools!!)
Get in touch with the Executive Office - find contact info on the Alpha Phi web page. They can answer better and get you the chapter advisor and the chapter presidents name.
