It was the TA. Veronica found a bug in her phone and realized that Tim had bugged her and Landry, realized he knew information he couldn't know (except that he'd bugged her and Landry's phones) and put the pieces together. Tim had heard the Pepperdine conversation previously and killed the dean to show Landry how clever he was.
Landry is now being tried for manslaughter. Veronica=awesome. Keith=awesome as sheriff, and so competent. Parker+Logan=not together right now.
