if there is no ceiling(what npc calls total) in place on your campus, you are right-the big get bigger and the smaller may grow, but have a heck of a time catching up with the larger chapters.

on an npc campus, only those chapters who are not at total(or did not pledge quota during formal rec.) may participate in informal. that way, the smaller chapters have the opportunity to pledge more members and "catch up" to the larger chapters. they chapters under total may pledge enough girls to reach the total figure, and then their informal recruitment recruitment is over.

do you have a governing council over all the sororities? i think that a meeting should be called where a discussion of limiting the amount of members(total/ceiling) a chapter may have is held. doesn't sounds like the governing body/sorority council has the best interest of ALL the sororities in mind.
