I think the best case scenario for someone who got cut and is going through COB is that they got cut for grade reasons during formal rush and they have pulled up their GPA. That seems to be the least problematic. These people are more likely to be considered since they probably would have gotten a bid anyhow had their grades been good enough. I know that my sorority cuts all the bad grades on the first cut. Which makes me wonder if maybe roxy's grades weren't so good??? If that's the case, she should definitely try informal rush.
