I feel very strongly that women who get cut in formal rush should go through COB if they are really interested in going greek. On large campuses the top and middle rushing chapters have to make HUGE cuts after the first round of rush. They often have to release women who they like to keep women who they like "more" in that first round. If both of the women came back to the second round, they may have reversed their decision. COB is a great forum to get to know people better and to fill the total spots that some chapters might have.
