Total and ceiling are the same thing. Theoretically, under the quota/total system, chapters can pledge women until they reach quota for that year and/or total for their campus. The problem that exists at USC, and was probably a problem when you were there too, is that 4 times quota is 2 times total rather than total.

In other words, chapters that have retention problems or don't pledge up to quota one year have to pledge and retain quota for the next 3 years in order to be a competitive size. Right now, there are two or three chapters hovering around the 200 mark, 4 chapters b/w 140 and 175 and 2 chapters that are b/w 100 and 115. The hard part for the chapters at 100 and 115 is that they can only fill to 115 or their quota spots if they didn't make quota. This makes things difficult for them financially, during rush and socially.
