Of course.
With hundreds of thousands of women with different personalities, it's inevitable. The longer you're in your organization, the more you will encounter such folks and the more you'll be one of those folks on occasion.
I've had some women be superstank to the point where I had to really figure out what the problem was but for the most part I just chalk it up to life. I know there are times when I don't feel like being bothered or am in a hurry. I don't wear letters often and go to the same places all the time, so for the most part I only run into Sorors who I already know and get along with. But I don't wear letters or purposefully go around Deltas if I don't feel like being bothered with speaking.
