OHHHH No it's definitely not. I think it has to do with as PeppyGphiB said the generational thing. Last year I found, even at my school where there's only three sororities and a VERY low percentage of the campus is greek, a lot of girls came in with the attitude that the sororities "owed it to them" or "they deserved it".
We had girls asking if the "had" to attend the parties of the sororities they weren't interested in, being rude to chapters... etc... and were totally shocked if they only got 1 pref invite etc..
