A lot of people really might not care -- except the cities where the games are played, the game sponsors, the TV networks, and, of course, the schools themselves who make a whole lot of money from bowl appearances.

If not, why are there so many news ones? Why do they all have corporate sponsors who add their name to them?

Another answer might be to fold the bowl games into a tournament bracket, rotating which bowl will be the final "championship" game each year, and also rotating the bowls up through the brackets.

Of course that wouldn't be financially beneficial to the bowl committes, so don't look for it to happen anytime soon. Make that anytime.
